Agency-Based Award

Commonwealth Certificate of Achievement Award

  • This award honors extraordinary contributions and outstanding achievements within your agency or secretariat.
  • Nominee must have at least 2 years of service as of January 1, 2026.
  • Nominee must have demonstrated:
    • Attainment of high-priority agency objectives
    • Exceptional managerial, organizational, operational and/or communications achievements
    • Exemplary leadership
    • Significant improvements in productivity

Major Commonwealth-Wide Award

Manuel Carballo Governor’s Award for Excellence in Public Service

  • Established in memory of Manuel Carballo, who served for many years as the Secretary of EOHHS. Recipients of this award role model the highest standards of public service, exemplary leadership, humility, innovation, and creativity that results in significant outcomes.

  • Nominee must have at least 2 years of service as of January 1, 2026.

  • Nominee must have demonstrated:
    • Exemplary leadership
    • Creativity and innovation
    • Significant improvements in productivity and/or cost savings in agency operations

Major Commonwealth-Wide Award

Governor Paul Cellucci Award for Leadership & Mentoring in State Government

  • Governor Paul Cellucci embodied public service, gave selflessly of himself, and engaged others to embrace public service.

  • This award recognizes outstanding leaders who are passionate about good government, mentoring, and fostering learning environments.

  • Recipients of this award play a vital role in preparing the Commonwealth's workforce of tomorrow by serving as a teacher, role model, and confidante to either a subordinate or peer in the workplace. 
  • Nominee must have at least 2 years of service as of January 1, 2026.

  • Nominee must display one or more of the following attributes regularly:
    • Demonstrates an ongoing commitment to the professional development of their fellow employee(s)
    • Shares their expertise and transferring their knowledge in a capacity that goes far beyond the standard expectations of the job
    • Is passionate about good government and the important services being provided by the agency or organization
    • Serves as a resource and mentor to that individual
    • Helps the individual reach their goals
    • Shares their own valuable time, perspective and knowledge
    • Shows a continued interest in the individual's growth and development
    • Provides leadership in the workplace
    • Inspires others to serve as mentors and plays a part in succession planning in the workplace

Major Commonwealth-Wide Award

Eugene H. Rooney, Jr. Public Service Award

  • The Rooney award celebrates the importance of human resources development or training and honors employees who are committed to fostering a culture of learning and teamwork

  • Nominee must have at least 2 years of service as of January 1, 2026.

  • Any state, county, city or town employee is eligible

  • Nominee consistently demonstrates the following qualities:

    • Highlights human resources development as a planned, continuous effort to provide personal and professional growth opportunities that will enhance employee competency levels
    • Provide new skills, knowledge and attitudes that will allow an individual to assume a new role in the organization

Major Commonwealth-Wide Award

Commonwealth Equity in Governance Award
  • This award is presented to those who have demonstrated their commitment to the principles of equity and access in human resources, procurement, policy development, access to state programs, or delivery of state services

  • Nominee must have at least 2 years of service as of January 1, 2026.

  • Nominee must have:
    • Demonstrated commitment to the principle of equity (non-discrimination, equal opportunity, and diversity and inclusion) in one or more areas of government operations: human resources, procurement, policy development and/or implementation, access to state programs and activities, and/or the delivery of state services,
    • Shown leadership in promoting the principle of equity
    • Achieved significant outcomes in promoting equity in governance in agency operations
